Concerning your questions, I converted the money in your bank account to your tuition fee using the CBN rate.
Your tuition is less than the Naira equivalent amount in your bank account. It means you are good to go for your visa application.
You don’t have to buy a flight ticket or reserve a hotel reservation before you apply for a visa.
Instead, you can present a flight itinerary that you can book without paying the total price of the travel ticket, and once you obtain your visa, you can purchase the real flight ticket.

To answer your question, yes, it is possible to apply for a master’s at Canadian universities with a third class.
There are colleges in Ontario that accepts 3rd Class, e.g Conestoga College, Cambrian College, etc.
But you may have to go for an advanced diploma programme before the commencement of the master’s program.
Another good option is to complete your PGD program in Nigeria, and then apply for a master’s degree.
You would need to check out the requirements for admission to Canadian colleges.
